February 12 City Council Report

On Monday, February 12, 2024, the City Council Meeting convened at 6:30 p.m., in the City of Morrison Community Room, 307 S. Madison Street, Morrison, IL.  Attending were Mayor Scott Vandermyde; City Clerk Michael Hemmer; City Administrator Brian Melton; Treasurer Maggie Jones; Police Chief Pedro Valladares, Jr.; Recreational Services Director Nathan Jacobs; Aldermen Kevin Bruckner, Jr.; Gregory Kruse; Sidonna Mahaffey; Todd Schlegel; Vernon Tervelt; Matthew Tichler; Josh West; Harvey Zuidema.

PUBLIC COMMENT: Harley Sibley, Lyndon, IL, addressed a No Parking Citation on he received for overnight parking on E. Market Street, Monday, January 8, throughTuesday, January 9, during a Snow Emergency. He saw no signs saying he could not park there. He notified the Council of an issue with handicapped parking, in the Municipal Parking Lot. Although the asphalt is striped as a Handicap Parking space, there is no upright post with signage at that location. Mayor Vandermyde commented, “We should verify that.”

CONSENT AGENDA
1. Minutes of January 22, 2024, were approved.
2. Bills Payable of $176,697.57 were approved.

ITEMS FOR CONSIDERATION AND POSSIBLE ACTION
1. No items had been Removed from the Consent Agenda for discussion.
2. Regarding renewal of the CodeRed (OnSolve) system, CA Melton recommended trying it for one year, at a cost of of $3103.70. The three-year cost was slightly cheaper, at $2948.52. Motion carried.
3. An Updated Quote on a 2025 Dump Truck–that was ordered in 2022–included an increase of $8928.95. Motion carried.
4. An Engagement Letter for Fiscal Year 24 Audit Services by Hopkins & Associates was $20,400. It did not include an increase in fees, reported the Mayor. Motion carried.

At 6:45, the Council moved to adjourn to Executive Session, to discuss:
1. 2(c)(1) Appointment, employment, compensation, discipline, performance…
2. 2(c)(2) Collective negotiating matters…

They returned to Open Session at 7:38.
1. The City Administrator Employment Agreement Revisions were tabled, due to a clerical error.
2. The Memorandum of Understanding with the Fraternal Order of Police Labor Council “was information only,” stated Mayor Vandermyde. The Collective Bargaining Agreement allows 48 hours of vacation time to be carried over to the next vacation season. “there has been an ongoing difficulty with staffing which has had an impact on allowing [Police staff] to take vacation time without causing adverse effects on the [Police staff] and [City.] The Memorandum of Understanding states both parties agree to these conditions.
A. On their individual anniversary dates in 2024, bargaining unit members will be allowed the option to carry over…up to…96 hours of vacation into the next vacation season.
B. On their individual anniversary dates in 2024, bargaining unit members may request to be paid out any amount of accumulated vacation time over 48 hours and will be paid out by the Employer in the pay period following their anniversary date.
C. Both parties agree the terms…do not establish a past practice and are only being offered by the Employer for the specified dates unless otherwise agreed upon.

Alderman West advised, “Make it clear this is a one-time thing, [so] it doesn’t undermine the contract.”

Mayor Vandermyde said, “Let’s have a roll call vote.” Tervelt and Zuidema voted no, but the one-time contract change passed.

The meeting was adjourned at 7:42. The next meeting is Monday, February 26, at 6:30.
