The public is reminded that all persons are presumed innocent until proven guilty in a court of law.
On Tuesday, December 18, 2018, at approximately 1:30 p.m. Illinois State Police investigators arrested David A. Ketelsen, age 50 of Savanna, IL, for Class 2 Felony Possession of Child Pornography.
The investigation began on August 29, after investigators received a cyber-tip through the National Center for Missing and Exploited Children, routed through the Illinois Attorney General’s Office. Investigators worked tirelessly to develop leads and trace Ketelsen using advanced technology and Law Enforcement partnerships. Eventually, leads were developed in St. Louis County, MO, which traced Ketelsen to his Savanna address.
On December 18, after a thorough investigation, Illinois State Police investigators developed information and recovered evidence to support the arrest of Ketelsen in Carroll County, IL, and to charge him with Possession of Child Pornography (Class 2 Felony.) Ketelsen is in custody awaiting a bond hearing.
Illinois State Police is a proud partner with the Illinois Attorney General’s Office, Internet Crimes Against Children (ICAC) Task Force. Through the network of ICAC affiliated detectives, the St. Louis County Police Department assisted the Illinois State Police, to bring this investigation to a successful conclusion.
Additional charges may be forthcoming upon further examination of electronic evidence.
