Spencer Elected Treasurer for Blackhawk Area Task Force

The Illinois State Police Blackhawk Area Task Force is pleased to announce that Whiteside County State’s Attorney Gary Spencer has been elected Treasurer of the task force. Mr. Spencer will replace retiring Sheriff Roger Schipper as Treasurer.

Sheriff Schipper has served as Treasurer of the task force for the past 18 years. Gary Spencer brings a wealth of knowledge and experience to the position as Treasurer not only from his legal background but also his many years of public service.

The Blackhawk Area Task Force is governed by a policy board made up of police Chiefs and Sheriff’s from law enforcement agencies in Carroll, Henry, Lee, Ogle and Whiteside Counties.
