On 03-22-05, at approximately 3:38 p.m., Morrison Police investigated a two-car accident in the 200 block of South Hall Street. A southbound car driven by Judith L. Messina, 51, Morrison, was making a left turn into an alley. A car following Messina, driven by Shawn L. Foley, 22, Morrison, attempted to pass Messina on the left, colliding with the Messina vehicle. There were no injuries reported at the scene. The total damage to both vehicles exceeded $500. Foley was cited for improper overtaking. Foley is considered innocent until proven guilty in a court of law. On 03-24-05, at approximately 10:49 p.m., Morrison Police arrested Ryan W. Belcher, 18, Morrison, on charges of retail theft, consumption of an alcoholic beverage, and resisting a police officer. Belcher was charged after police investigated the theft of alcoholic beverages from Sullivan’s Foods. Belcher was subsequently located at the intersection of Knox and Madison Streets. After a brief struggle with an officer, Belcher was transported to the Whiteside County Law Enforcement Center where he was held in lieu of $100 cash bond.
