On 08-23-04, at approximately 7:45 p.m., Morrison Police arrested Peter C. Walters, 51, Morrison, on a Whiteside County warrant charging Walters with failure to appear in court. Police arrested Walters after being called to 30 Meadowbrook Drive in response to a disturbance. Walters was subsequently incarcerated in the Whiteside County Law Enforcement Center in lieu of $300 cash bond. Walters is considered innocent until proven guilty in a court of law. On 08-25-04, at approximately 10 p.m., Morrison Police arrested Mikala Upshaw-Elifritz, 18, Morrison, on a charge of improper use of registration. Upshaw-Elifritz was charged after being observed leaving the apartments at 303 South Base Street. Upshaw-Elifritz was subsequently released on a notice to appear in court. Upshaw-Elifritz is considered innocent until proven guilty in a court of law. On 08-26-04, at approximately 6:30 p.m., Morrison Police charged Tyler R. Engelkins, 17, with unlawful consumption of an alcoholic beverage. Engelkins was arrested after police were called to a disturbance at 303 South Base Street, Apartment #2. Engelkins was subsequently released on a notice to appear in court. Additional charges are pending. Engelkins is considered innocent until proven guilty in a court of law. On 08-27-04, at approximately 2:31 a.m., Morrison Police arrested Charles M. Carp, 50, Morrison, for driving while under the influence of an alcoholic beverage. Carp was arrested after police investigated a traffic accident at the intersection of North Cherry Street and Lincolnway. Carp’s eastbound vehicle, while negotiating a right turn onto Cherry Street, struck a utility pole. Carp was not injured. The Carp vehicle sustained in excess of $500 damage and had to be towed from the scene. Carp was subsequently issued a notice to appear in court. Carp is considered innocent until proven guilty in a court of law. On 08-27-04, at approximately 9:49 a.m., Morrison Police charged Kenneth M. Peri, 41, Sterling, with disorderly conduct. Peri was charged after police were called to the Whiteside County Courthouse in response to a disturbance. Peri was subsequently released on a notice to appear in court. Peri is considered innocent until proven guilty in a court of law. On 08-27-04, at approximately 10:20 p.m., Drew A. Perkins, 19, Morrison, reported that his bicycle had been stolen from the yard in front of his apartment at 303 South Base Street. Perkins estimated the value of the bicycle at $150. On 08-28-04, at approximately 6:21 p.m., Morrison Police charged a 9 year-old juvenile with shoplifting. The juvenile was charged after an employee at Casey’s General Store observed the juvenile stealing $21 worth of trading cards from the store. The juvenile was subsequently released to the custody of a parent. The case has been referred to the Whiteside County State’s Attorney’s Office for disposition. On 08-29-04, at approximately 11:10 a.m., Morrison Police charged a 13-year-old juvenile with burglary. The juvenile was charged after employees at Sullivan’s Foods observed the juvenile stealing candy from the store. The juvenile was subsequently released to the custody of a parent.
