Two arrested for meth manufacturing materials

On 08-19-04, at approximately 11:55 p.m. Morrison Police arrested Joshua A. Smith, 23, and Joseph L. Lottman, 22, both of Lot #40, Meadowbrook Drive, Morrison, on one count each of unlawful possession of meth manufacturing materials. Smith and Lottman were subsequently incarcerated at the Whiteside County Law Center pending an appearance before a judge.

At approximately 11:30 p.m. on August 19, Morrison Police were requested to stand-by at Lot #40 to assist an Illinois Department of Corrections Parole Agent on a parolee visit. Subsequent to the parole agent’s search of the residence, the parole agent reported to Morrison Police that there were a number of items in the residence that were suspected meth-manufacturing materials.

An initial search of the residence by Morrison Police revealed a number of hazardous materials, including anhydrous ammonia, gasoline additives, and pseudo-ephedrine in the residence. After police ascertained the existence of a possible meth production site, police evacuated the residence and requested hazardous materials clean-up personnel from the Illinois State Police – Blackhawk Area Task Force and the United States Drug Enforcement Administration (DEA).

Other law enforcement agencies assisting in this case were the Whiteside County Sheriff’s Department, Whiteside County Sheriff’s Department K-9 “Pico”, Illinois State Police – Division of Operations, and Police Departments from Erie, Fulton, and Prophetstown.

Smith and Lottman are considered innocent until proven guilty in a court of law.
