At approximately 6:58 pm, Morrison Police were called to the 500 block of East Knox Street in response to a person riding a lawn mower in traffic with no lights. Upon investigation of the incident, Morrison Police charged Michael D. McCartney, 30, Morrison, with assault and disorderly conduct. McCartney was charged at the scene after making threats to a witness. McCartney was subsequently charged with four (4) counts of endangering the life and health of a child after witnesses reported seeing McCartney riding the mower on the street with no lights, and transporting four (4) children ranging in ages from 15 months to 8 years of age. Witnesses told police that McCartney and the children were nearly struck by two moving vehicles during the time of the incident. McCartney was subsequently released on notices to appear in a court of law. McCartney is presumed innocent until proven guilty in a court of law. Morrison Police also contacted the Illinois Department of Children and Family Services.
3/24/04
At approximately 1:15 pm, Morrison Police charged a 15-year-old juvenile with unlawful possession of cannabis, less than 2.5 grams. The juvenile was charged after Morrison Junior High School staff found the juvenile in possession of cannabis at the Junior High School. The juvenile was subsequently released to the custody of a parent. The case has been referred to the Whiteside County State’s Attorney and Whiteside County Court Services for adjudication. The juvenile is considered innocent until proven guilty in a court of law.

At approximately 10:08 pm, Bettrina R. Shepard, Morrison reported that a purse was stolen from her car. The theft occurred some time that evening while the Shepard car was parked in the 100 block of West South Street.
3/25/04
At approximately 9:40 am, Morrison Police arrested Joey M. Leal, 26, Morrison on a Whiteside County issued Order of Commitment. Leal subsequently posted $350 cash bond and was released. Leal is presumed innocent until proven guilty in a court of law.
3/27/04
At approximately 10:10 pm, Morrison Police arrested Christopher E. Stepp, 25, Morrison, for operating a motor vehicle with suspended registration. Stepp was cited at the intersection of Lincolnway and Genesee Street. Stepp was subsequently released on a notice to appear in court. Stepp is presumed innocent until proven guilty in a court of law.

At approximately 10:30 pm, Morrison Police arrested William R. Hartman, 36, Prophetstown, Illinois, with driving while license suspended. Hartman was subsequently released on a notice to appear in court. Hartman is presumed innocent until proven guilty in a court of law.

At approximately 1:15 am, Morrison Police arrested Dan E. Queckboerner, 23, Milledgeville, with driving under the influence of an alcoholic beverage and improper lane usage. Queckboerner was subsequently released on a notice to appear in court. Queckboerner is presumed innocent until proven guilty in a court of law.

At approximately 2:10 am, Morrison Police arrested Todd E. Wilkens, 38, Morrison, with driving under the influence of an alcoholic beverage, driving while license revoked (fourth offense), and improper lane usage. Wilkens was subsequently released on a notice to appear in court. Wilkens is presumed innocent until proven guilty in a court of law.
