Morrison Police Report

On 10/27/03, Morrison Police were called to the High School to investigate a complaint by school staff that two 15 year-old juveniles were smoking marijuana in a restroom. After the investigation, Morrison Police charged the two with unlawful possession of cannabis. Both were released to the custody of their parents. The case has been referred top the Whiteside County State’s Attorney and Whiteside County Juvenile Court Services for adjudication.

On 10/30/03, at approximately 8:00 am, Morrison Police investigated a two-vehicle accident at the intersection of Portland Avenue and Academic Drive. A car driven by Richard M. Bethel, 57, Morrison, had entered the intersection from Academic Drive, turning left; when the Bethel vehicle collided with a sport utility Vehicle (SUV) driven by Sharon L. Akker, 45, Morrison. There were no injuries as a result of the collision. Both vehicles received in excess of $500 damage. Bethel was cited for improper turn. Bethel is presumed innocent until proven guilty in a court of law.

On 10/30/03, Morrison Police obtained a Whiteside County warrant for the arrest of Gail S. Sibley, 55, Morrison. The warrant charges Sibley with driving while license revoked second offense, and resisting or obstructing a police officer. The warrant was issued after Sibley was stopped by police driving in the 500 block of South Orange Street on October 28, 2003 at approximately 11:28 pm and fled the scene on foot. Driving while license revoked-second offense is a class 4 felony punishable by 1n to 3 years in a state correctional facility. Sibley is considered innocent until proven guilty in a court of law.

On 10/30/03, at approximately 11:00 pm, Morrison Police charged Johnny V. Gaffey Jr., 31, with failure to report an accident, improper lane usage, and operating an uninsured motor vehicle. Gaffey was charged after an investigation into an accident that occurred on October 26, 2003, at approximately 2:26 am, in which a truck owned by Gaffey struck a fire hydrant in the 300 block of North Jackson Street. There were no injuries. The Gaffey truck received in excess of $500 damage. There is no current estimate available regarding the damage to the hydrant. Gaffey is considered innocent until proven guilty in a court of law.

On 10/31/03, at approximately 6:53 am, Morrison Police arrested Dianna L. Heater, 57, Morrison; on a Lee County (Illinois) warrant charging Heater with failure to appear-driving under the influence. There was no bond on the warrant. Heater was subsequently transported to the Whiteside County Law Enforcement Center.

On 11/01/03, at approximately 1:34 pm, Morrison Police arrested Matthew P. Holm, 18, Morrison, for possession of an unlawful fictitious identification card. Holm was arrested in the 200 block of South Madison Street. Holm was subsequently transported to the Whiteside County Law Enforcement Center pending an appearance before a Judge. Possession of an unlawful fictitious identification card is a class 4 felony, punishable by 1 to 3 years in an Illinois correctional facility. Holm is considered innocent until proven guilty in a court of law.
