March 24 City Council Report

On Monday, March 24, 2014, the City of Morrison Council Meeting convened at 7:00 p.m.in the Whiteside County Board Room, 400 N. Cherry Street, Morrison, IL.  All City Officers, Department Heads, and Aldermen were in attendance.  Terry Heitkamp of Fehr Graham attended as City Engineer.

There was on one to speak during Public Comment.  However, Mayor Everett Pannier offered condolences to Alderman Harvey Zuidema on the loss of his mother, Rena.

Reports of City Officers began with Heitkamp asking if Aldermen had questions about his report; no one did.

During Reports of Department Heads Gary Tresenriter, Director of Public Services, said his department will verify measurements to repair curbs and sidewalks.  The square footage of needed road patches will be let to contractors, “as soon as we know spring is going to stay.  Curbs will be done before the rest of the work.”  He hopes those repairs will go quicker than the leak fixes; a new one came up today.  Morrison Sports Complex Director Jim DuBois reported the smaller pavilion is done; concrete for the larger one will be poured when the frost leaves.  The Morrison Lions are collecting funds for it.  Nick Kaufman must complete his Eagle Scout requirements on the pavilion project by June.  The Mayor added, “[The small pavilion] looks nice and is bigger than it looks from the road.”     

The Consent Agenda was approved.

Three Items for Consideration and Possible Action were approved.

  • Renew a Line of Credit (LOC) with THE National Bank–The Mayor stated Aldermen had two scenarios and two amounts:  renew the LOC up to $500,000, with a cost of $1250; set the limit at $200,000, with a cost of $500.  City Administrator Dykhuizen recommended the lower amount.  He said it is easy enough to increase the amount or start a new LOC, according to his bank source.  Alderman Leo Sullivan asked if the lower amount will be a problem, should we need extra funds for the waste water costs.  “We expect to be okay in regard to the waste water costs,” answered CA Dykhuizen.   
  • Proposal for Additional Services, Extension of Rock Creek Flood Study–Tresenriter gave Aldermen an updated information sheet prior to the meeting.  Heitkamp said Fehr Graham will do “a full and extensive review with the Department of Natural Resources” of land cross sections,to the southern boundary of the new waste water property.  This is to “prove the 100 Year Flood is not going to impact the new waste water plant.”  Mayor Pannier stated, “We’re above the 100 Year Flood Plain.  The County is getting a little more iinvolved with it.”
  • Resolution #14-03, accepting the final plat for a proposed subdivision called Norrish Heights, was approved with no discussion.  this involves two lots that may be sold in the future as residential properties.  Before entering Executive Session, the Mayor signed paperwork for William Holt, of Norwest Surveying Services, Inc. 

During Other Items for Consideration, Discussion, and Information, CA Dykhuizen suggested 7:00 p.m., Tuesday, April 1, for the next Budget Workshop, to be held at City Hall, 200 W. Main Street, Morrison, in the lower-level, Boards and Commissions meeting room.

The Council moved to enter Executive Session to discuss 5 ILCS 120/2(c)(2) collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees.  Mayor Pannier announced that no action would be forthcoming.
