Main Street Evaluation Moves Forward

Editor’s note:  Illinois Licensed Structural Engineer and Manager of the Willett Hoffmann and Associates, Inc., Sterling, IL, office Brian Frickenstein stated he will be the Project Manager.  Frickenstein lives in Morrison, IL.  The firm would maximize parking in the design.  The speakers listed three sources of funding they could pursue, for streets, parking, sidewalks, and utility improvements.  “Willett Hoffmann is committed to a project that stays on time and is under budget.”

The Morrison City Council met at City Hall, 200 W. Main Street, Morrison, in Special Session on Wednesday, March 21, 2018, to select an engineering firm to do design work for Morrison Main Street.  All Aldermen were in attendance except for Vernon Tervelt.  The City Administrator, City Clerk, and Mayor Pannier were also present.

The three firms were IIW from Dubuque, IA; Willett, Hoffman & Associates from Dixon, IL; Fehr-Graham Engineering & Environmental from Rochelle, IL.  Each team of representatives was given an initial 20 minutes to do a presentation, followed by questions from the Mayor and Aldermen.  The firms were evaluated based on four criteria:

  • Approach to the Project
  • Qualifications of Staff Assigned to the Job
  • Firm Experience with Similar Projects
  • Work Load Capacity.

At the conclusion of the meeting the City Council unanimously selected Willett-Hoffman.  The next step of the project is to determine Final Project Scope.  This process involves gathering stakeholder input, establishing the community’s priorities, and developing detailed cost estimates.

Street Condition, ADA Compliance, Drainage, and an assessment of the condition of the Water Main are various components under consideration.  The absolute earliest that Main Street Construction would occur is in 2020.
