Library Consumes September 12 Council Meeting

Mayor pro tempore Mick Welding opened the Monday, September 12, 2022, Morrison City Council meeting in Mayor Scott Vandermyde’s absence.

Acting City Administrator Brain Melton updated those attending with a progress report, on the repairs and improvements currently being made on the Sports Complex Baseball diamond. He also noted that the interviews for a Parks and Recreation Director have been completed, with an announcement to be made within the week. Melton also informed the Council that consideration is being given to building an ice rink on one of the parking lots for winter skating.

The Action Item to pay a final payment on the Odell Public Library and Community Room Roof Project developed into a lengthy conversation. It followed the Contractor’s presentation, defining the project’s delays and completion problems. Final action gave approval to make the payment only when the project’s completion is approved, by Acting City Administrator Melton and Library Director Meredith Layne.

Additional Action Items were approved. 1)Double G Saloon was awarded a one-day limited use permit liquor license for Saturday, September 17, from 11:00 a.m. to 11:00 p.m. 2) Final pay request for the Cemetery Streets Project was approved for $20,458.71. 3) Three Action Items related to the approved Reconstruction Project on Route Route 78, due to begin in March 2023, were approved.
a) Details of the reconstruction parameters which includes pavement reconstruction plus street accesses, new curbs and gutters, plus a 10-foot-wide multi-use path along the east side of IL Route 78, beginning from a point approximately 350-feet South of Academic Drive proceeding north to the southeast corner of Market Street.
b) Adjustments to 14 manholes ($12,880.)
c) details of a Joint Agreement with IDOT for an IL 78 Reconstruction Project. Once construction begins in March 2023, all IL Route 78 traffic will be detoured for 175 days, utilizing Bunker Road, Lyndon Road, and U. S. Route 30 .
