Constructive conversations around the Morrison City Council tables highlighted the evening of Monday, June 28, 2021. Police Chief Brain Melton informed the Council that the Department has issued 20 non-vehicle permits, since the Council authorized their ability to operate on City streets. He also noted removal of barricades on the Prairie Center Road bridge, because repairs have been made to sustain the structure, until the scheduled date of replacement in 2026.
Following challenging discussion, the Council approved Phase ll of the Water System Improvements project. Phase ll includes the replacement of the water meters, installation of the radio read units, installation of the radio read base station, and the meter-reading software. Total cost of the system improvements approved is $1,066,000. Included in the Phase ll improvements will be a watering looping project, that will improve the City’s water flow and maximize pressures in current weaker areas. The looping system carries a construction estimated cost of $344,500. The entire project will qualify for an IEPA Principal forgiveness of $400,000. Project financing options were tabled for further discussion at upcoming Council meetings.
Final definition of the City Hall parking lot renovations were approved unanimously.
In additional action, Helm Civil was awarded the contract to pave Jackson and Elm Streets for $120,514.50.
The current lease of storage facilities owned by GE was extended until March 21, 2022.
By a vote of 6 to 1, the Council approved allowing KONA ICE to merchandise the shaved ice flavors at Morrison Sports Complex events for the remainder of the summer.
The Council meeting ended with spirited discussion, related to the proposed Public Services Building currently being considered. Conversations revolved around the price; lack of communication between Council members and engineer Fehr-Graham; size and design of plans offered; even a challenged about if the structure was needed at the estimated price proposed. The facility designer will be invited to a future Council meeting, to discuss the challenges surfaced by the Council.
In closing, tree removal on S. Grape Street was tabled and will appear on the Monday, July 12, agenda for action.
