Illinois State Police September Activity, Arrests, and Crash Report

Illinois State Police District 1 Commander, Captain Matthew Hodgdon, announced District 1 enforcement figures and activity for September 2018.

ISP Troopers issued 388 citations and 446 written warnings, and made 29 criminal arrests during the month.  Speeding accounted for 199 citations; 20 citations were issued for Occupant Restraint violations; 16 citations were issued for Distracted Driving violations.

Troopers investigated 17 traffic crashes, assisted 70 motorists, and conducted 152 commercial vehicle inspections–16 of which were placed out-of-service for safety reasons.

There were nine arrests made for Driving Under the Influence.

District 1, which encompasses Carroll, Lee, Ogle, and Whiteside Counties, had one traffic crash fatality in September.

Arrests

William R. Pharr, 36, of Bettendorf, IA, was stopped for speeding on 10/8/2018 at 3:23 p.m., on Interstate 88 westbound at milepost 26, in Whiteside County.  He was charged with Possession of a Controlled Substance (1 gram of heroin) and Possession of Drug Paraphernalia.  Pharr was transported to the Whiteside County Jail.

Amber Lynn Cloud, 25, of Clinton, IA, was stopped for an improper turn on 10/14/2018, on 1st Avenue at U. S. Route 30 in Rock Falls, IL, and charged with Driving Under the Influence of Alcohol and Improper Turn.  Cloud was released on an I-bond.

Sidney A. Nehring, 59, of Rock Falls, IL, was charged with Aggravated Driving Under the Influence of Alcohol, Improper Lane Usage, and Failure to Reduce Speed to Avoid a Crash after striking a flower pot at 905 Industrial Park in Rock Falls, on 10/15/2018 at 12:42 a.m.  Nehring was transported to the Whiteside County Jail.

All subjects are presumed innocent until proven guilty in a court of law.

ISP Investigate Crash

A Sebring driven by Leslie N. Sonnenberg, 18, of Prophetstown, IL, was eastbound on Moline Road at Matznick Road when Sonnenberg drifted into the westbound lane, started to skid, crossed back to the eastbound lane and into the south ditch, where the vehicle rolled several times.  Sonneberg was transported to CGH Medical Center by Prophetstown Fire/EMS with non-life threatening injuries.  Seat belt usage prevented further injuries.  She was cited for Improper Lane Usage.  ISP was assisted on scene by the Whiteside County Sheriff’s Office and the Rock Falls Fire Department.
