February 24 City Council Report

On Monday, February 24, 2014, the City of Morrison Council Meeting convened at 6:00 p.m.in the Whiteside County Board Room, 400 N. Cherry Street, Morrison, IL.  In attendance were Mayor Everett Pannier; City Clerk Melanie Schroeder; City Administrator Barry Dykhuizen; Director of Public Services Gary Tresenriter; Chief of Police Brian Melton; Sports Complex Director Jim DuBois; City Engineer Noah Carmichael.  Aldermen included Curt Bender, Michael Blean, Scott Connelly, Dale Eizenga, Dave Helms, Leo Sullivan, and Marti Wood.   Harvey Zuidema was excused, as was City Attorney Tim Zollinger.

There was no Public Comment.

Reports of City OfficersCarmichael stated the IDNR has our information for reimbursement money on the Morrison-Rockwood Trail.  He will follow up.  CA Dykhuizen said there are March dates planned to examine the budget.

Reports of Department HeadsTresenriter gave the Aldermen maps of the new lift station on Genesee Avenue, water lines in and out of it, and their sizes.  He stated, “We must supply [the] engineering date.”  Mayor Pannier added, “The easement approvals are in the works.”

The Consent Agenda was approved.

  • February 10, 2014, Regular Session Minutes
  • Bills Payable of $92,769.05
  • Agree to new Subordination Agreement, Coz-E Corners Revolving Loan Fund  (Farmers National Bank agreed to provide and additional $47,000 in financing for cost overruns with the Co-Z Corner project.)
  • Request for Final Payment of $94,822.80 by Maxcor, Inc. for Water Tower Rehabilitation  (The previous payment was $379,937.20.)

Items for Consideration and Possible Action were approved.

  • Approval of fruit tree planting at French Creek Park  (Mick Welding reported that Spangler’s Landscape Design will [bark] wrap, spray, and plant the trees.  They may bear fruit this year.  He asked if he needs to notify any utility companies before Spangler’s begins digging.  Tresenriter answered, “You should,” [call JULIE–Joint Utility Locating Information for Excavators].)
  • Ordinance #14-06, Authorizing purchase of certain Real Property for purposes of parking  (On Monday, February 10, the Council approved buying “the Jennings parking lot.”  A contract will be created with a down payment made and continuing payments to follow.  Blean abstained.
  • Approve lowest bid for lining of sanitary sewer on Route 30 at Bartlett Street  (Tresenriter explained this involves 215′ of very badly-cracked, tile sewer pipe.  It has been videotaped and can be lined using two sources.  “If the pipe collapsed…,” he stated, “I don’t know how we would divert traffic on Route 30.”  His estimate was $25,000.  “It’ll last a long time.”  Carmichael agreed, stating the pvc pipe may be in place 30 to 40 years.  Tresenriter concluded, “It’s much cheaper than replacing pipes.”        
    The Mayor said two bids are coming, and the City will take the lower.)

Other Items for Consideration, Discussion, and Information:  The Mayor announced the Executive Session was cancelled for the evening.  CA Dykhuizen has given Aldermen a questionnaire requesting accomplishments, issues, and concerns.    

The Council took a brief recess to rearrange tables and chairs and then resumed.  A Goal Setting Session began close to 6:30 p.m., led by Theresa J. Wittenauer, standing, Blackhawk Hills Regional Council Executive Director.  No action was taken before adjournment.  Seated from left-to-right around the table are Aldermen Wood, Helmes, Sullivan, Blean, Eizenga, Connelly, Mayor Pannier, Alderman Bender, and CA Dykhuizen.
