February 23 City Council Report

On Monday, February 23, 2015, the City of Morrison Council almost set a record for short meetings.  It convened at 7:00 p.m. in the Whiteside County Board Room, 400 N. Cherry Street, Morrison, IL, and adjourned at 7:12.   “Not the shortest meeting,” commented one of the Aldermen.

City Clerk Melanie Schroeder called the meeting to order in the absence of Mayor Everett Pannier.  He is recuperating from back surgery.   In attendance were City Administrator Barry Dykhuizen; Aldermen Curt Bender, Michael Blean, Scott Connelly, Dale Eizenga, Dave Helms, Leo Sullivan, and Marti Wood; Treasurer Evan Haag; Police Chief Brian Melton.  Aldermen Harvey Zuidema was absent. 

Alderman Wood was nominated to serve as Temporary Meeting Chairman.

Board and Commission Reports

  • Park and Recreation Advisory Board–CA Dykhuizen commented the Board held their first meeting Wednesday, January 28, and will meet Thursday, February 26.

Report of City OfficersClerk Schroeder reported she will be a second grade Junior Achievement volunteer, one hour a week for five weeks.  She will address voting and how money moves through the city.  “I’m very excited to get in there…and help with their education.”

Reports of Department HeadsChief Melton stated he, too, will be a JA volunteer.

The Consent Agenda was approved without discussion.

Item for Consideration and Possible Action

  • Renewal of electrical (City lighting) contracts–CA Dykhuizen presented three Rock River Energy Services, Co. proposals for street lights; Morrison Sports Complex; 11 water and sewer pumps.  The dusk-to-dawn rate for street lights is cheaper than other electrical rates and cheaper than ComEd.  Dynegy Energy was the low bidder on all three.  There was only a fraction of a penny difference between the two- and three-years rates, he noted.  The Council voted to lock in rates for three years with Dynegy Energy.
