Council Advances on Complex Agreement

The Morrison, IL, City Council convened on Monday, November 14, 2022, with all members in attendance. They approved the presented Consent Agenda that included the following.
A) October 24 City Council meeting minutes
B) Bills payable presented
C) Planning & Zoning meeting minutes
D) Referred Solar Farm Proposal to Planning & Zoning Committee
E) Approve Girl Scout Cookie Sales Door-to-Door from 12/14/2022 to 1/28/2023 and delivery from 2/24/2023 to 3/19/2023
F) Approve Post Prom Raffle Ticket Sales from 11/1/2022 to 1/31/2023.

Action Items were unanimously approved.
1. Resolution 22-05: a levy of an additional .02% on the value of the taxable property for the maintenance, repairs, and alterations of library buildings and equipment.
2. Resolution 22-06: Abating the tax levied on real estate for 2023 per action taken on parcel 09-17-358-001 on December 4, 2004.
3. Resolution 22-07: Abating certain taxes levied against General Obligation Bond series listed in Ordinance 2016-20 Go Bonds for 2022.
4. Resolution 22-08: Abating certain taxes levied against General Obligation Bond series listed in Ordinance 2021-08 for 2022.
5. Resolution 22-09: Abating taxes levied for corporate purposes of the City, commencing on May 1, 2023, and ending April 31, 2024, totaling $636,344.

Memorandum of Understanding: The Council approved the draft of the joint agreement between the Morrison Community Unit School District #6 and the City of Morrison, that provides certain facilities for each entity’s specific programs/activities at little-or-no cost to each, or to share costs when needed. A final draft will be presented for approval at a future Council meeting.

Electrical Project: Aldermen approved the expenditure (est. $6000) to construct lighting in Water Works Park over the tennis courts, to allow the erection of a winter ice skating rink.

Setback: The Council approved a Variance to reduce the setback on 612 Park Street, to allow for a construction addition.

Discussions followed on water rates; closing the Sports Complex during winter months; rebates on eBillling and Auto-Pay utility bills, without any action being taken.
