The following Arrests were made and Citations issued since Friday, April 23, 2021.
Arrests: On Saturday, April 24, 2021, Morrison Police received several complaints regarding a suspicious/unwanted person at various locations throughout Morrison. As a result of this investigation and ongoing complaints, at approximately 9:00 p.m., Morrison Police arrested and charged Charles D. Davis, age 43 of Morrison, IL, with Violation of Violent Offender Against Youth Registration (Class 3 Felony.) Davis was transported to the Whiteside County Jail.
On Saturday, April 24, 2021, at approximately 10:35 p.m., Morrison Police conducted a traffic stop on a vehicle driven by Norvandis R. Smith, age 27 of Riverdale, IL, in the 700 block of E. Lincolnway for a moving violation. As a result of the traffic stop, Smith was issued a warning citation for Improper Lane Usage. A passenger, Natasha I. Jones, age 30, of Clinton, IA, was arrested pursuant to an Arrest Warrant issued by Whiteside County, charging Jones with Failure to Appear-Driving While License Suspended. Jones was transported to the Whiteside County Jail.
On Saturday, April 24, 2021, at approximately 11:21 p.m., Morrison Police conducted a traffic stop on a vehicle driven by Christopher A. Ellis, age 24 of Rockford, IL, in the 700 block of W. Lincolnway for an equipment violation. As a result of the traffic stop, Ellis was issued a warning citation for Obstructed Windows (Tint) and a City Ordinance citation for Possession of Cannabis. A passenger, Montel D. Brown, age 22 of Rockford, was issued a City Ordinance citation for Possession of Cannabis. Another passenger, Lamar B. Upshaw, age 24 of Rockford, was issued a City Ordinance citation for Possession of Cannabis and arrested and charged with Possession of Firearm without Firearms Ownership Identification Card (Class 3 Felony), Possession of Ammunition without Firearms Ownership Identification Card (Class 3 Felony), and Unlawful Use of Weapons (Class A Misdemeanor.) Upshaw was transported to the Whiteside County Jail.
