1% Taxes Replaced by Council

The Morrison, IL, City Council convened on Monday, March 10, 2025, without Aldermen Sidonna Mahaffey and Matthew Tichler in attendance.

The following Actions were unanimously approved members.

*The Council approved implementation of a 1% Grocery Retailer’s Sales Tax and a 1% Municipal Grocery Service Occupation Tax, to replace expiring State of Illinois Taxes.  The action does not alter the current taxes imposed upon buyers.  The effective transition date is January 1, 2026.

*The City agreed to temporarily close E. Knox Street to allow hospital construction crews access to the facility and adjoining area, for the hospital revision.  The street and surrounding area will be restored to its original quality following the construction completion.

*City Administrator Brian Melton was given permission to contract for the purchase of rock salt from the State of Illinois, to be used within the City during the upcoming winter season.

*Approval was unanimous for the purchase of a 2025 Chevrolet Silverado 3500HD (CK30903) 4WD Reg Cab 142″ Work Truck.  It will be used by City workers at Grove Hill Cemetery.

*Payment to Daxon Construction Company for renovation efforts on the Public Works building ($56,821.)

*Removal and replacement of the asbestos floor on the first floor of the Public Works building ($8,472.)

*Rescheduling March 24 City Council meeting to March 31, at 6:30 p.m.

Discussion followed the Adjournment of the regular session.  It pertained to details of the upcoming budget, to be presented for approval at the April Council meeting.

Administrator Melton offered comments regarding the resurfacing of Route 30.  He stated that Engineers are evaluating the project, and that State mandates require a bicycle path and a widening of the current passageway.  Such mandates will require property acquisitions.  Construction may require three-to-five years to complete.
